Hi, I just bought a new piece of liverock and on it I noticed that there was a little neon orange ball on the rock, does anyone know what that would be?

Without seeing the rock its almost impossible to tell, but my guess is that it is a type of sponge. Sponges come in all different colors and shapes. They feed of particles in the water.
Another thing it could be is a tunicate:
